Tropical Storm Edouard Nears Texas With Stronger Winds
Tropical Storm Edouard was closing in on the Texas-Louisiana coast Tuesday as forecasters warned that the system could strengthen considerably before reaching land, increasing the risks from heavy rain, coastal flooding and strong winds.
Edouard was a relatively small storm, but its proximity to the Gulf Coast and the possibility of additional strengthening made the system a significant threat for communities along the upper Texas coast and southwestern Louisiana.
As of Tuesday morning, Edouard had maximum sustained winds of about 40 mph and was moving west-northwest. The National Hurricane Center said significant strengthening was expected before the storm reached the northwestern Gulf Coast.
Edouard could strengthen before Texas landfall
The most important development Tuesday was the possibility that Edouard could intensify rapidly during its final hours over the Gulf of Mexico.
Warm Gulf waters can provide tropical systems with additional energy, allowing thunderstorms around the center to become better organized. Forecasters were therefore watching closely to determine whether Edouard would remain a strong tropical storm or briefly approach hurricane intensity before moving ashore.
The Washington Post reported that Edouard was expected to reach the coast as a high-end tropical storm, while noting that there remained a possibility of the storm becoming a borderline Category 1 hurricane by landfall.
Other forecasts similarly warned of strengthening before landfall, although the exact peak intensity remained uncertain.
Where Tropical Storm Edouard is heading
Edouard's forecast path was taking the storm toward the upper Texas coast near the Texas-Louisiana border.
Early Tuesday, the storm was approaching the coastline after moving west-northwest across the northern Gulf. Forecast guidance indicated that the center would reach the northwestern Gulf Coast later Tuesday before moving inland across southeastern Texas.
At one point Tuesday morning, the storm's center was reported near the Port Arthur area, placing it close to the Texas coast. Tropical-storm-force winds were already becoming a concern along portions of the coastline.
The forecast track is particularly important because even areas outside the center's immediate path can experience dangerous rain, flooding, gusty winds and coastal water rise.
Heavy rain poses the biggest threat inland
Although wind intensity attracts much of the attention during tropical storms, flooding could become Edouard's most widespread danger.
Forecasts called for several inches of rain across parts of the Texas coast, with some locations potentially receiving substantially higher totals. The Houston area and communities farther east were among the areas facing an elevated risk of heavy rainfall.
The Associated Press reported that 3 to 6 inches of rain could fall along parts of the Texas coast, while isolated locations could receive as much as 9 inches.
Such rainfall can overwhelm drainage systems, flood streets and cause dangerous conditions in low-lying areas. Rainfall rates of several inches per hour were also possible in the heaviest bands.
Because tropical storms can produce their heaviest rainfall well away from the center, residents should not assume they are safe simply because the storm's eye or center remains offshore.
Coastal flooding and storm surge remain concerns
Edouard also threatened coastal communities through storm surge and rising water levels.
Forecast estimates indicated that portions of the Texas-Louisiana coastline could experience several feet of storm surge, particularly around vulnerable bays, beaches and low-lying coastal areas.
Storm surge can become especially dangerous when strong onshore winds push seawater toward the coast. The danger can increase when surge arrives at the same time as high tides or heavy rainfall.
Even relatively modest tropical systems can produce serious coastal flooding when their circulation, rainfall and surge combine.
Houston area faces rain and flooding risk
The Houston metropolitan region was also being closely watched as Edouard approached.
Forecasts suggested that the heaviest rainfall would generally favor areas east and southeast of Houston, although conditions could vary considerably depending on the storm's final track.
The risk was particularly significant near and east of Interstate 45, where heavy rain could produce flash flooding and difficult travel conditions.
Officials and meteorologists urged residents to monitor changing forecasts rather than relying solely on the storm's current position.
A small shift in the track can change which communities receive the heaviest rainfall.
Strong winds could cause scattered damage
Edouard's winds were another concern, especially close to the coast and near the storm's center.
While sustained winds were around 40 mph Tuesday morning, stronger gusts were possible within thunderstorms and rain bands. Some forecasts indicated that gusts could reach roughly 60 mph in parts of Southeast Texas.
Those winds can knock down tree limbs, damage weaker structures and cause scattered power outages.
The potential for stronger winds increases if Edouard manages to intensify more than currently expected before landfall.
Why the storm could strengthen quickly
Edouard developed in an environment that remained favorable enough for further organization as it moved across the Gulf.
The Gulf of Mexico is known for providing tropical systems with abundant warm water. When other atmospheric conditions are also supportive, a storm can strengthen considerably over a relatively short period.
That is why forecasters were emphasizing the possibility of “significant strengthening” even though Edouard remained a tropical storm early Tuesday.
However, strengthening is not guaranteed. Interaction with land, wind shear, dry air and changes in the storm's internal structure can all limit intensification.
What residents along the coast should watch
Residents in Southeast Texas and southwestern Louisiana should pay attention to official warnings and local emergency instructions as Edouard approaches.
The greatest immediate concerns include:
Flash flooding from intense rainfall
Coastal and storm-surge flooding
Dangerous driving conditions
Strong wind gusts and scattered power outages
Falling trees and debris
Rapidly changing coastal conditions
People living in flood-prone areas should be particularly cautious because roads can become dangerous before the storm's strongest winds arrive.
Drivers should never attempt to cross a flooded roadway. Even shallow-looking water can conceal washed-out pavement or become deep enough to sweep a vehicle away.
Edouard expected to weaken after moving inland
Once Edouard moves inland over Texas, the storm is expected to weaken as it loses access to the warm Gulf waters that help sustain tropical systems.
That does not mean the threat will immediately disappear.
A weakening tropical cyclone can continue producing heavy rainfall well after landfall. As the center travels inland, moisture associated with the storm can contribute to flooding across additional areas.
The system's rainfall could therefore remain a concern even after coastal winds begin to diminish.
Edouard puts Gulf Coast communities on alert
Tropical Storm Edouard's approach is a reminder that storm strength alone does not determine the danger posed by a tropical cyclone.
A storm that makes landfall below hurricane strength can still produce destructive flooding, dangerous surge and widespread travel problems.
For Texas and Louisiana, the key questions Tuesday were how much Edouard would strengthen before landfall, exactly where its center would cross the coast and where the heaviest rain bands would develop.
With the storm approaching the coast rapidly, residents were urged to rely on updated forecasts and official emergency information as conditions evolved.
Edouard was expected to reach the Texas coast later Tuesday, bringing the potential for a combination of strong winds, heavy rainfall and coastal flooding before weakening inland.
